@Gwynn: I think they are looking at a specific subcategory to the list you are thinking of, but maybe not. You've identified films that received two (or more) Oscar lead acting nominations in the same category. I think they're looking at 2 Oscar lead acting noms and nothing else.

This list was inspired by the theory that multiple nominations for the same picture
in either the best actress or best actor categories splits the votes for that picture,
thus reducing the chance of either winning.

These are all the films that had either two (or three) Lead Actor or two Lead Actress nominees, with neither winning.

The ones where one of the two nominees won are:

So, overall, when a film has had two (or three) Lead Actors or Actresses nominated, one of them has won 4 out of 16 times (25%). Since, I think we would expect one of the actors to win in this situation approximately 40% of the time, your theory that they can cancel each other out might have some merit.

It gets much more complicated when you consider Supporting Actors and Actresses. First of all, it happens much more frequently in the Supporting categories - 17 times for Supporting Actor and 33 for Supporting Actress (including 8 of the last 12 years - one of which is The Help this year).

For Supporting Actor, this has led to a win 5 times out of 17 (30%) and, for Supporting Actress, a win has followed 11 of 33 times (33%).

To make a long story short (too late ), there is some evidence that having multiple acting nominees from the same film can work against the actors - particularly in the Lead categories. Of course, I have no idea if any of this is statistically significant (but it's fun to think about).

If it's what I think it is, Who's Afraid of Virginia Woolf? doesn't qualify. Found that out when I tried to research it for Jeopardy! back in the '80s. That one required a trip to the Margaret Herrick Library.

"Billed actor": excellent. An important qualification that makes it a little too quibbly for a "Jeopardy!" clue but a valid question. I was trying to research "entire cast got nominated for Oscars" and a couple of bit players in the roadhouse scenes in Who's Afraid of Virginia Woolf? screwed that up.
