Name two U.S. cities whose names are anagrams of each other, both of which, broadly or vaguely speaking, are associated in the popular consciousness with certain people not being treated well by the authorities.

This was a Will Shortz puzzler on NPR many years ago; he pointed out that the decades in which the two events happened are also anagrams of each other.
