I very much like this style of puzzle. Given some kind of chart or map with no context, say what it represents.

I've got a Sporcle quiz that uses Worldmapper images with that premise. Lots of good response.

As to yours, I'm guessing

And Sweden would have been blue till 1967, and Iceland until 1968

I should have known that "Here's something I saw on the internet once that might appeal to trivia fans" might actually mean "Here's something I saw on Ken Jennings' blog once." I didn't remember where I had originally seen that map, but it figures.
